We planned originally for Anwir's punishment/duty to help and hang out with Madi for a day or two. That's what we were origingally thinking of, right HMS?

What about some sort of accident with Madi and/or Anwir (together) in the stables, with Anwir being the one to tell everyone (when Theora and everyone else gets involves) and thus contracting the blame temporarily? Anwir could redeem himself in saving a few of the horses, as well as having Madi as witness?
