This is how I look at it ....
When the One Ring was destroyed, the Elven Rings did not really lose their power. Because the One Ring had the power to control the Three, they were not used during the Second Age. But during the Third Age they were put to use as a type of 'counter-force' to the One. When that ring was destroyed, all that had been built by the Three faded because the balance was lost between what they had wrought and what had been made by the One.
