I have three times I am considering:
1) Second Age - there would be both MEN and ELVES everywhere.... and Sauron!!
2) Mid-Third Age - At the height of the Realm of Angmar... but no Shire <img src=frown.gif ALT="

3) Late Third Age - Everything we know and love... but not sure of specific date. Pre-Bilbo? Pre-Aragorn?
