I would like to mention Frea and Brytta, in Flight from Rohan. Dain and Himaran do an amazing job with those two.
I also happen to like Morlathion in the Green Dragon, mostly because RoA_Gil-Galad comes up with some pretty fun stuff for the very clumsy Morlathion to do.
