You have to put his comments about the Avari and their choices into context. You can't just take everything Tolkien wrote throughout his life and mix it together and say, "Well, we have a conflict here, which is the right interpretation"?
There is often no need for interpretation since there is usually only one position by Tolkien on any given matter at any point in his career.
A lot of the material in
Morgoth's Ring is problematic because Christopher Tolkien was presenting different aspects of his father's work, both chronologically and creatively.
