Well, I wouldn't say he was from the East. He only lived there. If anything, I would say he was from the West, since he was a Maia. Also, being a Maia and not someone born or created in Arda, his location probably would have had little to do with his physical appearance. This account of his appearance is given in the account of the destruction of Numenor in
