In the Silm. it says that during the First Battle, the Light of Valinor still fresh in the Noldor's eyes was so bright that it burned the skins of the Orcs, causing them great pain and almost gauranteeing thier victory over the armies of Morgoth Bauglir. Obviously Feanor was killed but...

I was wondering whether this Light was still in the bodies of the Noldor. Or if it got watered down like the blood of Numenor. Or perhaps it could be rekindled.

The Noldor in the Third Age are described as having a distinctive light in their eyes, though nothing like the power they had during the First Battle against Morgoth.

Is this diminution the most obvious sign of the "fading" of the Elves?

I doubt that it could be re-kindled. The light in their eyes was connected with the light of the Two Trees that are now gone.
Perhaps this is why the returning Exiles settled in Tol Eressea rather than Valinor. They didn't want to live alongside the Vanyar, who had "faded" very little; a constant reminder of what they had lost.

My theory is similar to Selmos. It is the beginning of the fading of the elves, their power has slowly diminished because the trees are gone.
