Here is another shot in the dark: 1) Calenardhon I dont get the '2 tens (20???)' reference, but lacking a head and a tail could be something about being sparsely populated before Cirion gave it to Eorl whereafter there came both men and horses (tails)... gosh it sounds lame...

Telchar - Normally, In Cryptic-ese, "lacking a head and tail" means you take off the first and last letters of the word referred to.

Not sure on "Heren Istarion", but for the meaning of "Reverse Saucy", see p. 3 of this thread. (The answer to Sauceman's puzzle was the first letter of clue #1, the second letter of clue #2, etc.)
