Is it the Shire? "Missing the head of Arnor", does that refer to that the hobbits still waited for the return of the king or just that they didn't resemble the men of Arnor? Anyway, they preferred living underground like dwarves and they dug the Great Smials. And Sam was chosen major of the Shire seven times for seven years at a time.
