Are you talking about the Citadel,the Tower of Ecthelion above the Court of the Fountain in Gondor?....through the seventh gate of the seventh circle, carven kingly heads in the stone, seat of the stewards....it seems to fit but I'm probably way off!!

Is it the Shire? "Missing the head of Arnor", does that refer to that the hobbits still waited for the return of the king or just that they didn't resemble the men of Arnor? Anyway, they preferred living underground like dwarves and they dug the Great Smials. And Sam was chosen major of the Shire seven times for seven years at a time.

Take away the first letter of Arnor (A): Michel
But with the skill of Dwarves

Seven times seven

Who drew level with the Master

The Mayor's seat was at Michel Delving. Sam was mayor seven times for seven years each time. Sam was Frodo's faithful servant, but when he became mayor he drew level in status with the Master of Buckland.
