I would say then that it is Gandalf reflecting on the battle at Minas Tirith in ROTK, because of the loss of Theoden comforting everyone by reminding them it could have gone much worse.

I believe that it is Gandalf talking about his confrontation with Denethor, and how things would have gone far worse had Merry and Pippin stayed behind as Elrond intended.

I've now officially confused myself, however, I'm going to guess that Frodo says it to Pippin during the journey to Frodo's new home. If that wrong then it's Pippin to Frodo, same place. *holds breath*
