No, unfortunately. And since when is Galadriel one of the Sindar? ;)
I'll try to clarify: After he found out about the kinslaying Thingol banned Quenya from his realm and forbade its usage to all Sindar. Yet, even after it, there are two Sindar who, in all probability, dared to speak Quenya at one specific point of time. |

Maeglin is half a Noldo, and I cannot imagine Eöl ever uttered one word of the kinslayers' tongue. Mmm, seems like it's more difficult than I thought. If nobody has the right answer tomorrow, I'll give a hint. |
even better, give it now! The only thing I could come up with yesterday was Eol and Maeglin and they turned out wrong. (What I already guessed they would be, especialy since Maeglin is half Noldor)

It is Quenya. The Silm says, that all that heard Fingon's welcome to Turgon answered by it. So, unless Beleg and Mablung have been sitting on their ears, they said it.
