Oh! I think I know this! But I'm not sure which instance it happened in. It was either Turin, with the people of Brethil, who found Nienor after Glaurung cast the spell on her. Or, before that, she was found and then lost by Mablung, so he could have said it.

or him again to Melkor, that's in Valinor, or Glaurung to Turambar before Nargothrond bridge, but no gangrels involved in the conversations there, methinks.
