Aldor? nearly becomes a doll(just one letter off...) he lived long (101 years) but there was a longer time after that that he wasn't alive and his descendants ruled Rohan?

Sorry, Sophia, Aldor is not the answer I'm hoping to get.
I think it is time to add some lines, here is the whole riddle with the lines.

He lived for a long time after he returned from the dead and availed himself of magic several times in order to be disguised.

I think it's Durin, though that's been guessed already (before this time with Annun). But the description of reflecting things that aren't uite there sounds a whole lot like Mirrormere and its crown of stars.

And it could fit - he was deceived by Sauron's spirit within the One Ring, but redeemed himself in his last stand trying to protect Merry and Pippin.

Osse... it says somewhere (though I can't remember where) that Osse was tempted by Melkor, but returned to Ulmo and afterward was restrained by the influence of his wife, Uinen. He would protect lots of waves methinks. [img]smilies/wink.gif[/img]

Wild guess, that is probably wrong, but what about Glorfindel? After all he was at least an elvish lord, and he often watched the roads leading to Rivendale. I don't know about a Billy, but I do know he often traveled with a page to send his messages quickly. [img]smilies/rolleyes.gif[/img]

Goat is the only thing that is regularly paired with BILLY that I can think of,
